Administration officials like Tina Johnstone, who had direct authority over those involved, were told repeatedly by Reese's immediate superior about the racist actions being taken against Reese by Thomas and another co-worker. Nothing was done.
In fact, Reese had been abused by racist employees elsewhere in the DEP and instead of addressing the racism, Reese was moved to the Kingston site. Reese was not a violent man. He was pushed over the edge by the racist bigots he worked with.
Tina Johnstone could care less about her employees, unless they can be used to support her agendas. Clearly she didn't give a hoot about David Reese. There are countless stories about her lack of regard for employees and morale busting behavior. She is notorious for it. She could have prevented the shooting by addressing Reese's complaints and should have been held accountable for what happened, for her deadly negligence.
To learn that this may have been done intentionally, with DEP executives like Tina Johnstone at the helm, it makes perfect sense.
By her own admission, she is so hated by the employees who work under her that she has to park her car in view of security cameras or employees will vandalize it.

Racism and supreme incompetence on the part of the DEP administration caused the tragedy. And racism put David Reese in jail. DEP executives should have been held accountable. Reese was referred to as "a gentle giant." But everyone has limits. He asked for help numerous times through appropriate channels and nothing was done. Shame on Tina Johnstone and Shame on the DEP!
Mr. Reese had also worked at Schoharie where he also was discriminated against and ultimately moved from.
David Reese was violated by Thomas and his cronies in great ways for years. They broke into his office, wrote racist slurs all over the place and did all kinds of other things as well. And nobody would do anything about it. That bears relevance in this case. Human beings can only take so much before they snap.
In the case of battered women there is an insanity plea that can be made and that's even if the crimes they commit upon their perpetrators are premeditated. That's because of the psychological effects of what can be essentially called torture. Well David's situation was no different. He was tortured, his daily life was a nightmare. He went through appropriate channels and was ignored. And he finally snapped. He had no history of violence and had been an employee in good standing at the DEP for 15 years.
