Military Background:
It was understood that the US Government and England would need to find a substitute material for Weapons of Mass Destruction
Example of substitute material would be; some type of element that could be mixed with conventional dynamite, packed into a hollow tube, and once detonated, would spread radioactive mercury 197/ 203 onto the enemy, their crops, and their homes
(what is known today as Radiological Warfare of cobalt 60 or a salted or dirty bomb)

Known Military facts;
- The President designated the Army Corp of Engineers to commandeer provide, develop and manage all testing laboratory research facilities necessary to find a new superior weapon
- The Army Corp of Engineers at West Point needed to provide a proving ground for the latest weapons research
- The Geneva Protocol had outlawed the use of all gas, chemical and biological Weapons of Mass Destruction in 1928,
- The old WMD methods of Chemical Warfare mustard gas, and/or nerve agents, and Biological Warfare like anthrax, small pox, the plague, etc. were outlawed by the Geneva Convention in 1925 and later ratified under the Geneva Protocol of 1928
- England called their research and development program "Tube Alloys" and the US called their program "The Laboratory for the Development of Substitute Materials"
- Once that War was officially declared in 1942,, the codename for the LDSM project would be changed to the Manhattan Project and new facilities would be extended out to the West Coast and Nuclear Warfare was born
- Military base designations would be covered under the Espionage Act / Sedition Act of 1918, and no word of it could ever be printed and no rumors could ever be spread.
