Background:
In 2005 / the Katrina Flooding floated some very toxic buried chemicals into the Rondout Creek which found their way into, and down the Rondout Creek Flood plain
In 2008 / NYS created the GCFRP and initiated it as a cover up for getting rid of (Purchasing) some contaminated houses located in the NYC Rondout Creek Flood Plain.
GCFRP Phase 1 went off without a hitch, with all of the Counties receiving $2,000,000. each in buyout money to preform their tasks.
Out of the $15,000,000. bonded by the State, Approx. $11,000,000. was used by 7 Counties, leaving a remainder of $4,000,000.
In 2010, NYS decided to use the Leftover Funds to get rid of some additional potential cancer clusters that might eventually pop up in Wawarsing, called Phase 2
The scheme had all been negotiated and worked out for Phase 2 to go into effect as a decoy
